My rule for that is that you have been disorientated in the cloud and emerge on the card that puts you nearest to the cloud edge.
You don't get your extra card if it extends on this, as you wasted time finding your way out.
If you want to be draconian over this say you emerge upside down, and have to do an overdive before you can restore your correct attitude.
